- The Social Security Central Rules adoption framework applies to all establishments with a multi‑state presence (i.e., operating in more than one state through departments or branches).
- Single‑state establishments: Governed by State Rules for gratuity, maternity, and employment exchange. Continue following state‑specific notifications until the State Labour Code Rules are notified.
- The remaining Central Code Rules (Wage Code Rules, OSH Code Rules, IR Code Rules) apply only to establishments where the Central Government is the appropriate government.
- The Labour Codes notified on 21 November 2025 are well settled and remain unchanged.
