  1. The Social Security Central Rules adoption framework applies to all establishments with a multi‑state presence (i.e., operating in more than one state through departments or branches).
  2. Single‑state establishments: Governed by State Rules for gratuity, maternity, and employment exchange. Continue following state‑specific notifications until the State Labour Code Rules are notified.
  3. The remaining Central Code Rules (Wage Code Rules, OSH Code Rules, IR Code Rules) apply only to establishments where the Central Government is the appropriate government.
  4. The Labour Codes notified on 21 November 2025 are well settled and remain unchanged.
